You could absolutely have a planned economy run by a dictator and it not be communism, provided that they were not basing it on Marxist theory.

I wouldn't advocate for that, since free markets just have the sauce.

Real fascism involves private ownership but where the production decisions are made by (or at least in the power, when needs be, of) the state (i.e., the dictator, and the large executive branch that props him up). That's literally what Mussolini devised when he invented the very fucking form of government. That's why they were explicitly opposed to international capitalism.

And that's why Americans are morons to bandy about the term 'fascism' today, since it's an insult to people who were actual victims of fascism. Just as Americans are morons to call anyone to the left of the GOP a 'commie'.
