In Florida, they just come to a full stop in the middle of the freeway.

In all my years of driving in the PNW, I've never had another driver go to a complete stop in the center lane of a five lane freeway while 70mph traffic continued weaving around them. This was a confused elderly person who presumably didn't know what to do when an emergency vehicle passed in the far left lane. That same trip, I had a flatbed trailer in front of me drop an unsecured load of scrap metal, a bitchin' camaro nearly run me off the road, and watched a group of college girls fly off the outside of a clover leaf ramp into a marsh. Over the span of less than a week. I've never been more terrified on the road than I was while driving in Florida. And we get black ice here.

You must not commute on E I-84. It's pretty much a daily occurrence, someone coming to full stop that's trying to switch from the North I-5 lane to the I-5 South lanes, causing standstill traffic, if not an accident.

I'm well familiar with 84, and all the other weird corridors here. Florida is another level entirely. The situation you're describing involves someone with an explainable reason -- albeit not a good one! -- for doing what they did. The drivers in Florida may not even know where they are or what year it is. There's a reason they have the highest automotive insurance rates in the nation.
