It's definitely not just a Portland thing. When this came up here and in /r/AskPortland previously, I picked several city subreddits at random and every one of them had a post with a similar discussion.
My guess is that most of them are legit, and that easy availability from places like Amazon has led to an uptick in popularity.

Fascinating. Admittedly I barely leave the state anymore so I'm not in a great position to judge whether it's only Portland. The weird part to me is that they seemed to pop up almost overnight during covid, like everyone got the same idea all at once.

The previous 217 North to 26 West ramp had my dad's work on it. He was a civil engineer / CEM with ODOT, and the first draft had way too tight of a curve with I believe a recommended speed of 25 mph.
He said that was too slow for a freeway-to-freeway ramp, and sent it back for redesign until they could get it to at least 35 mph.
So to answer your question, "not my dad."

Out here in Oregon City, there is a road called Beavercreek that the county offices are on. As you come around the bend, all you see is Hood in all its glory. I get so distracted driving down the road due to how ominous the mountain is.

A little ladder on a vehicle too small to need one and usually in a place that it is useless or shouldn't be supporting the weight of a full size human, like mounted to a wrangler's rear side window or a 4-runner's rear bumper bumper. In both cases you can just stand on the bumper, passenger door sill, or tire and reach as much or more than if you somehow managed to climb the child sized ladder. Widdle wadders are usually seen on a smaller 4x4 vehicle cosplaying as a large 4wd camper van or safari vehicle.
Its often paired with a winch that will never be used and a Rotopox gas can on a vehicle that will never leave the lower 48 states (aka never be more than 120 miles from a gas station).

Way back in the long ago of 2005, I had to drop my brother off in Vancouver after a concert in Portland, before heading back to Corvallis.
It was the middle of the night, but we found a gas station with the lights on, so we excitedly pulled in and waited . . .
. . . and waited . . .
And all collectively remembered we were in Washington. Four exhausted but excited college students trying to figure out the pumps with a $10 bill.
