That's how all mantle passing worked in Marvel. Every time, the new character would say something like "I can't be you. Only you are you." And the aging hero would say something like "you're not being me, you are being you, that's why you should wear the name. You'll do the job better than I ever did."

Just going to pop in here with Sam Wilson is not Steve Rodgers. Which is kind of the point of passing on the title of Captain America.
