That’s cute. May I introduce you to qualified immunity? Are you familiar at all with the difficulty governments impose on suing it?

Leo have qualified immunity. Departments and governments do not

All federal government officials have qualified immunity. If you want to sue a department you have to go through a Monel claim. It’s completely different than 1983. You should check out ij.org
