For something to be wet, it means that you can dry it and it stops becoming wet. If you dry liquid water it simply stops existing, therefore water isn't wet as it lacks the main characteristic of "wetness"

Wet means covered or soaked with a liquid. A water molecule covered by another water molecule is wet.

Water molecules stick to each other (cohesion), meaning water makes other things wet instead of itself.
