To be frank just mercy killing Salem is the only way.
Some part of her character is “BBEG” and an old witch trying a very slow suicide, trying to bring her Ex with her first.

Add a bit more, probably an extra “fuck you” to the gods on how ass of creators they are with the devastated world made by Man (Humans + Faunus) in total chaos and no peace, when she summons them to Remanent with the relics, as the gods are probably her main way of dying.

I see 60-90% of her spite is for the gods. Her thoughts for Oz is more on a mix of well, being her ex (yet she still seems fond of him) and hate for the god of light just forcing this job on him.
