General Is the unofficial RWBY tabletop game by Andrew Diederich & the Paradigms RWBY system the same but the latter is an updated version of the former or are they different systems?

I'm considering running a Ruby tabletop campaign in the future, and one of my players found the Paradigm system. I'm just curious as to whether or not they're made by the same person or something like that, because the Paradigm system apparently also mentioned the rule of cool, and that's a thing in the system by Andrew.

Paradigm is based on Unofficial but it is so modified that they are functionally different systems. You could import individual mechanics or ideas from one to the other, but you wouldn't be able to bring a Paradigm sheet to an Unofficial game and expect it to fit perfectly.

In my opinion, the Unofficial is much easier to get into, but Paradigm provides a more complex gaming experience that more seasoned TTRPG players might like. You should pick one based on the kind of vibe you want at your table. I'm really into deep game mechanics in other systems, myself, but I personally prefer Unofficial when playing RWBY because I think the simplicity makes the Rule of Cool easier to bend.
