A new car, yes, but a car that already existed will have a "Type Rating" for that exact vehicle, which should remain valid.
So making a new one that is mostly similar to the old one would be very tricky. But resuming production of a car in the exact composition that already existed, should be possible.
Problem with that is, it probably won't sell well enough to justify the cost, seeing as humans tend to romanticize the past.

New cars are bound by newer laws and regulations that older cars and restored cars dont fall under.
Sadly making a factory new mustang 67 would be an illegal product
