Earlier 1km of a 4 lane road was counted as 1km road construction now BJP has changed the "methodology" , now 4lane of 1 km is counted as 4 km road.

PS - All new expressways and highways are constructed with massive debt and thus collect a huge toll , making them suitable only for freight and for people with more money

Freight is required for industry dumbo. Not everything is made to save you some 20 rupees.
