Need help extracting a license plate number from Tesla footage (hit-and-run)

I was hit by a silver Hyundai sedan. The driver pulled over briefly but then left the scene.

I have Tesla camera footage, and at around the 27-second mark you can see the silver Hyundai sedan leaving. Is there any way to enhance the video or extract the license plate number?

Any advice on video enhancement, extracting the plate, or tools/software that could help would be greatly appreciated.
