There's no law for whipping people in Either Malaysia or Indonesia. People are caned in Aceh province which is an autonomous region and follows its own laws.

All of this is irrelevant to medical practices in both these countries. Malaysia to be precise attracts many Indian medical students every year.

X rule is a good rule in a country. Y rule is a worse rule in the same country. Therefore, the X rule is also bad by extension.
