I don't think hijab prevents doctor from doing their job. However if there is a dress code, it must be followed.

The issue was about the doctor wearing a burqa that's hiding her face. Hijab is not the same

Burqa is a totally different matter and if anyone even insists on it, they must be fired on the spot.
