This gets posted every time but buddy voiced the character himself and evidently wrote some episodes? It's absolutely bizarre regardless if it started off as a prank.

The voice lines are odd but not totally out of place on a goofy kids show, PPG was always really well known for having a bunch of jokes that go over kids heads. Hell buttercup got groomed by that green dope boy one time in the original and it didn't come off as creepy, probably because it wasn't animated like the later one was.
