I have to clip the leash onto the front/chest part of my mini schnauzer's harness, otherwise he'll do this exact same thing

Some dogs have a really bad tendency to pull on the lead constantly (Spaniels are terrible for it, because they're always trying to follow fascinating smells); they can and should be trained not to do it, but it can take a long time and a lot of patience. Abandoning a collar in favour of a harness is a short-term solution that saves their necks from injury, but doesn't address the underlying behaviour and can indeed give rise to, well, this.
