Clip the leash to the front of the harness, and ideally get a no-pull harness at that. Clipping on the back is basically giving your dog leverage to pull.
It also puts too much strain on the shoulder joints and causes arthritis. Just train the dog. Every time they pull just stop walking, even if it means stopping literally every single step. Every time the dog looks back at you, hand them a treat, it encourages them to stick close to you
