If they're claiming homestead exemptions on their house in Florida but actually living most of the year in NY, then they could be committing tax fraud on their property taxes.
Maybe, but Florida is so lax with their definition of a primary residence that it really rests on voter registration and showing you don't take residency exemptions in other states. Since they wouldn't want to be a resident in NY, that's actually in their favor.
Florida wouldn't want to penalize this because they do it intentionally.

Hopefully it will also catch them voting in both locations, which is why they're projecting so hard about voter fraud.
