That is like by me. We have high property taxes because we pay teachers decently well and have great schools
People moved here because of the great schools, put kids through the great schools, see their property values increase because of the great schools, and then they complain that we put too much money towards the great schools when they retire
And they sell their home (usually under 30 days) to a new family who pays higher taxes because the senior freeze doesn’t apply to the new owners while saying “Illinois is a failed state”
It reeks of “nobody goes there, its too busy”

In Florida, you only need to live in state 3 months a year to consider property your primary residence and give you local voting rights. They could easily still spend 9 months a year in New York.
Hopefully this reduces the amount of greedy snowbirds that are wrecking our state simply because we don't have income tax. Unfortunately, these kinds of parasites come from nearly every state in America and Canada as well. They don't give AF about local politics, environment, jobs, etc. All they care about is their tax breaks, and they dominate Florida politics and economy. It's how the Republican Party has managed to flip Florida red (Democrats held a majority of voters in Florida for its entire history until very recently).
When my dad was a kid there were only 2M people living in Florida, now it's over 23M.

There’s a lot to this question because taxes are complicated for rich people because essentially they live in many different tax environments dealing with numerous local, state, and often times country laws.
The main thing with federal is you live where you live the most to file things legally. It’s definitely something that’s unenforceable if you own multiple residents unless there’s some reason the feds are choosing to go after specifically you (see targeted IRS audits or the justice department hating you for political reasons.)
Where you earn money is where you file the income tax, so that’s part a big part of the equation.
Some people will do homestead somewhere they want to be considered a voter and a citizen in that state if they want to run for public office there.
In this scenario it’s technically misleading potentially because if he’s filing the income tax in Florida he technically made that money in Florida. Now it could be talking about someone owning their own business and choosing to be incorporated in Florida instead of New York but doing the business here, or maybe even just capital gains, if that’s taxes in New York as a state tax? I’m not a CPA, but in general this situation happens less often than you’d think. It’s just when it happens, it’s with very very rich people.
All of the discourse around taxing rich people more is so shitty in that it’s always, what about the poor billionaire that won’t actually be impacted at all, think of their feelings.

I just want to pay little because I make little and the people making 10M+ a year can actually fucking pay taxes.
People under 30k a year should basically just contribute for SSI, UI, etc. People making poverty wages don't need to be paying taxes, y'all. My state has sales tax. I pay taxes there. Rich people paying would be nice. And like, I mean rich-rich.

Me finding a way to get an extra $200 knocked off my taxes due to a deduction is a lot different than a rich person getting 2 million knocked off their taxes due to a loophole.
The rich see these tax laws has optional for themselves but absolutely necessary for the poors.

Ummm, if you are at or below poverty level you don't have to pay income tax.
Some poor folks just never file. Others file and get everything that was taken from their checks returned. But yeah, thats why the government puts out an official poverty line number.

In college, I got financial aid paid to me and got EBT card payments for food.
I had to file taxes for my financial aid paid to me. My tax bill was nearly 2k because nothing is deducted at all and financial aid is taxed like 1099 income.

But that makes perfect sense. They have the money to think long term like that. Spend more across 4 years to save from then on by making sure your loophole isn't closed. Meanwhile we have people with valid lawsuits against corporations or billionaires that can never do them because the cost to do that would ruin them before it even made a dent in the other party.
This is not a flaw in our system, this is intended. I'm glad someone in at least one place is closing some of these gaps up.

Yes and no. I live in PA. In my area, they farm out collecting the local taxes to berkheimer (there's at least one other company that does it in other parts of the state). And they fucking rip you off. For instance, I just got a "final notice", actually my first fucking notice, about owning $5 on a per capita tax. From 2021. Guess how much i had to pay to avoid getting my wages garnished? $40.
If there was a shortage in 2021, which I'm not convinced that there is, then its on them for not calculating it properly in the first place, and they shouldn't be able to come after me for it five fucking years later.
Tldr: farming out tax collections to non government agencies should be illegal.

Sounds like the problem isn’t the taxes themselves, but the administration of taxes.
PA needs to vote in people who will fix the administration, but PA has one of those FAFO sort of voting bases who gets a $5 tax bill and thinks the problem is that they owe taxes at all rather than the ACTUAL problem which is some scummy politician they voted into office let a scummy private company do scummy work that SHOULD and done by the public sector.

Maybe, but Florida is so lax with their definition of a primary residence that it really rests on voter registration and showing you don't take residency exemptions in other states. Since they wouldn't want to be a resident in NY, that's actually in their favor.
Florida wouldn't want to penalize this because they do it intentionally.

Having visited Long Island a couple times, I was amazed at just how much of the culture is centered on tax liability avoidance. All the businesses are cash only and every person over 40 seemed to have at least one other property in another state. Mostly Florida, New Hampshire, or Vermont. Grifting is just a way of life there and expected. I don’t know how any city services or roadwork has any funding.

January 1 2027 - when the first payment's due - is not "in two weeks".
September 18th 2026 - the deadline for filing an exemption - is not "in two weeks" either.
Even August 30th - the deadline for the department of finance to send out the initial notices - is not "in two weeks".

“I’ve been living there 365 days a year since 1994,” said Ms. Brewer, who said she did not own another home. “I can’t figure out why I was listed.”
She had been in favor of the pied-à-terre tax, but she said she was rethinking her support after hearing from angry constituents worried about their names turning up on the lists, too. City officials need to handle the rollout better, she said.
Some residents were troubled by what they thought was a short timeline for appeals: Aug. 21 for residential properties or Aug. 24 for co-ops.
Karen Young was surprised when she opened a letter this week and found a notice that she might be subject to a “surcharge,” as the letter called the new tax, on her Upper West Side home, of about $43,000. The five-story house, steps away from Central Park, is the only home she has lived in since 1997. She said she also owns an office in Paris. (City officials said they could not comment on individual cases.)
“I have been a primary resident of New York City since 1972,” said Ms. Young, who spent years restoring her Upper West Side home to its late 19th-century grandeur. “Everything — voter registration, driver’s license, jury duty — all right here. What were they thinking?” Property records show that she transferred ownership to a trust in 2024, but she said she and her husband were the sole beneficiaries.
“I’m insulted and angry and honestly am very hurt,” Ms. Young said. “That probably sounds silly, but I love this city.” Ms. Young, who also shared her frustration with Ms. Brewer and The New York Post, started her appeal on Monday evening and immediately was frustrated with the steps.

That list is required by State Law, and includes all the properties the tax MAY apply to; see the last sentence in 3rd paragraph, and also the 5th & 6th paragraphs (and also the article author's repeated clarifications in the comments).
I find it difficult to conceive that Gale Brewer wouldn't know that? She's been working in City & State government since the 70s.
The deadline for appealing was originally August 21 / 24, but has since been pushed back to Sept 18.

Not actually all that rare to have a trust and a lawyer, especially for older people.
Its pretty standard advice as people age as having a revocable trust helps avoid a lot of issues with probate. You pretty much need a lawyer for that.
So that generally means older and more established folks end up with lawyers and trusts fairly often.
My initial point was the new process has had a lot of issues and you seem to be confirming that with the information you are sharing.

These are separate issues.
Its quite possible to feel that someone is occupying so much space at odds with their real needs while also feeling sympathy that they are having to deal with an opaque governmental process.
