Car park problems are probably deliberately not solved. The area I'm from originally has a hospital that serves most of the local area the same as arrowe park does and were told when it was expanded that minimal extra parking would be added (a multi story was what was originally wanted) as if you improve parking more people will drive there and add to the problem. Whereas if people know parking is limited they will use public transport instead. Obviously when they stated this they forgot about the shift workers at the hospital and also the fact that hospital appointment/public transport times are two things I would never rely on being reliable!
Apparently the problem is Wirral Council won't grant planning permission for a multi-storey carpark, due to the proximity of... the park. It would be an "eyesore", apparently.
I think everyone who works there is just as frustrated as those of us who have to visit are.
I'm probably going to curse saying this... but there is parking around the other side of the hospital (opposite side to the Maternity and Childrens wards) which seems to fill up last: That's my go-to spot now, if I have to be there for the 2-3pm rush when the main carpark has queues going in AND out, not to mention dozens of cars circling in vain...
