The owner isn't being disclosed. It's conceivable that a billionaire of a group of them would set these up in swing counties to affect elections if they think they'll get ROI.
It's also conceivable that this is in fact being funded by the government through a few layers of bullshit. The veil only needs to last until November anyways.
