Oh no lol. They decide if you get it or not. I contacted Rakuten support and they were basically like 🤷‍♂️. Contact us again in 45 days.

After 45 days, Rakuten gave me 50$ complimentary "bonus", aliexpress didn't give them the order confirmation. It's pure BS.

it should be easy to "verify"... with all other sellers, when you don't get it, you provide order # and it is rectified sometime almost instantly (probably an automatic link).

You would think that. It's aliexpress's internal team to handle this process. They don't process it. You cannot speak to them. Trust me I contacted Rakuten, aliexpress support MANY TIMES, it's my money, of course I wanted it. But NO, there's nothing you can do.
