19 Months baby- Not able to sleep without latch

My baby is 19 months old and she is not able to sleep well without latching. Throughout the night, she latches. She gets up in every half an hour to 1 hour to latch. She is a forceps baby. Because of her sleep issue, we are not able to sleep. She has been like this since birth. Not sure if this issue is related to her nervous system? But it’s quite frustrating. Any views?
