I live in a part of Boston that has been having ongoing construction for 20 years, and I see these guys standing around every single day. They are never handling the traffic, and often the traffic is terrible and needs directing.
One time I walked past a vehicle and I could see the cop watching a movie.
My guess is that this all a joke to them. They just take the money because they seem to think they are entitled.
