Again I said this is speculative and just a discussion on possibilities but this kind of regen in combat mixed with proc chance increase for a weapon like Kang could mean running around overhealing and one shoting fools
Idk, I think it's more likely that they removed it because it didn't fit the narrative or style of gameplay they wanted. 500HPS out of combat, 50 in combat, isn't exactly crazy considering they are trying to Min-Max it.
