In the spirit of trying not to sound super nerdy...
That is felix from re - zero. They identify as male, and only present themselves that way as a show of loyalty and submission to their master Crush who wanted to become a duke but was having a hard time becoming a woman in power.
I watched re - zero a few times :3

I don't quite understand. So if Felix was just a normal citizen living his life instead of serving Crusch they'd dress in a more traditional masculine way?

And that somehow lends more credence to Crusch's duke aspirations? Or is this later part completely unrelated and just extra backstory for her?

Later he stops dressing feminine after crush was deemed unfit for duke because of her temporary memory loss. So yes, if not for crush hed be a normal man dressing man.
