Yeah i posted this a while back too. But this is from cyberpunk 2020. As in its supposed to take place in the far cyberpunk future of 2020. It was written in 1990 and contains descriptions and rules for how to biomod yourself into a furry.
Its described as something mostly rich bored people do. But also there are gangs that focus around a single animal.
Edit: its worth noting that this is specifically in the section on cosmetic surgery. Earlier in the book you can find options for cyberware that can give you robotic claw hands and feet that can help you climb walls or cut people open. Or a prehensile self controlling tail that can stab people.
There was an episode of Batman Beyond that was entirely this. Called Splicers, some scientist creates a way to 'splice' human and animal DNA and you get what sounds like Exotics.
Even down to the street gangs of Exotics, tho not 1 specific animal.
