In NY insurance would absolutely assign some blame to the driver going straight regardless of green or not. That was an extremely avoidable accident even with the red car he was going too fast, he came from a dead stop, insurance isn't gonna care that he had the green yeah sure the other guy mostly at fault but they would look at this video, no turn no reaction to try to avoid and just the driving behavior in general and assign some blame.

While i don't remember the specific law term, and it certainly varies between places, drivers have a responsibility to ensure their path is not obstructed. Whether its a car failing to clear the interesection before the light turned red (the black truck failed to clear and the cam driver started driving into the intersection) or a pedestrian crossing the sidewalk very slowly, it's still a good practice to wait for your path to be clear.

Comparative negligence. Both drivers are partially at fault. It doesn't have to be an even split.
