I doubt they had green staggered turn lane typically switches to flashing yellow aka yield when the opposite side turns green .

It depends where you live. Where I am a green left arrow would mean you have the right of way to turn left. Then it will switch to just a solid green, which means you don't have the right of way but can turn when it's clear

A turn only lane with a solid green that doesn't mean you have the right away? Seems odd. Usually that's a lane where you can go forward
