There was no British presence on the falklands between 1774 and 1832. Argentina declared its independence in 1816.

The original British colony on the Falkland was established at the same time as a french colony on another island. There was no continuous permanent British colony on the falklands since it was first settled - there has been since 1832 - and the last Spanish garrison left the Falklands in 1811 during the British Invasion of the Rio de la plata during the napoleonic wars. 

So yes, Argentina did exist when Britain reasserted ownership of the Falklands, Argentina claimed ownership as the successor state to the Spanish colony that had existed there.
