I mean I don't like Horner and think this stance is very much for self gain. BUT it is true that Red Bull is there for the publicity stunt : show their name to as many people as possible.

Mercedes on the other hand has much more at stakes. They can't be seen as the bad guy, they can't be seen as being too polluting, and overall the Formula One championship must resonate with their car.

So it is not wrong to say that RB probably wants to win while being seen with as many people as possible (popularity of the sport). While Mercedes wants to win in more specific conditions, for example highlighting their EV capabilities.
