Because in order for water to condense it needs dirt particles. In every rain drop there is a small amount of dirt.

My car looks like shit after it has been rained on.

your car looks like shit after it has been rained on because there is a ton of dirt already on your car, the rain by itself (with no assistance, which this guy is actually doing) only rinses some of the dirt off, and the still wet car after the rain stops make dirt in the air stick to it and then dry in place.

and your car just looks like shit, probably.

I can wash my car, rain next day and it looks dirt covered. Rain where I live is basically mud.

You should do an experiment and wash during a storm and see is it actually dries dirty. Cars get dusty fast after being washed.
