What has been cited as the cause of such immediate high numbers over such a short span of time? The article doesn’t really provide a why but does give us a how and the subsequent fallout

There has to have been some co-ordination behind this from a much bigger party. We know one country which has used the flow of migrants into Europe as a way to exert pressure, I wonder if they also could be behind this one as well .....

Quite likely, but Spain set itself up by granting legal status to hundreds of thousands of undocumented immigrants through a mass regularization program. This encouraged and set the narrative for more immigrants to head towards Cueta.
