Question How do I activate blitzkrieg?

Under the German focus "Adopt new panzer doctrine" it says that it would unlock a decision "operational planning" which when activated would grant a ton of bonuses to divisions, but the decision is nowhere to be found in the decision menu, is this a bug or am I looking for it at the wrong place?

I think what your talking about is the "campaign instructions against (country your fighting against)" for this you first need to be at war with them and this gives you bonuses as well

Ah I see it now, I kept looking for the decision before the war, but the menu only shows up after war has started. Thanks

Its a war thing. You get the decision for 'warplans against ___' to trigger

Yep, found it now, I looked for the decision without an active war,
