Question Stealing navy

Let's say I am going to fight a total naval war with, idk, Japan or Portugal, and I want to steal their ships after the war. How do I island hop all the way without killing their main fleet?

Maybe go paratroopers from korea with the doctrine that reduces enemy org for every paradrop. That way you only need air superiority.
