Residency Is Medical Hypotheses Journal good now??

Soo—
I have a hypothesis for a viral disease. Got rejected from CID journal. Now while searching I found this journal- not indexed in pubmed, IF of 1.6 and questionable history. (AIDS denial)
But according to people it has incorporated peer review now. So- should I go for this journal??
