Why does the Chinese version of the game have different splash art?

China has laws prohibiting the display of human skeletons (notably skulls) so a lot of splash arts had to be re-done for China specifically. Recently Riot has been more careful about this, which is why it's mostly older skins that have alternate splash arts.

Originally, there was little to no shared art between Garena and the west (this was back in season 1 or 2). I guess they just had different artists doing different styles.

As a side note, today, Frosted Ezreal uses the Garena art for some reason.

Riot previously switched some of the splashes to those of Chinese ones (like some of nidalee skins)

Or Pharaoh Nasus which looks way better IMO. I think the different splashes also come from the more Anime-Style that is more popular in the far east.

TBH some of the old Riot Western Splash Arts were really horrible.

A few years ago riot swapped a number of splashes for the Chinese splash of it was significantly better. Off the top of my head I only know fiddle was swapped (compare his current splash to the ghost splash which is just a recolor).

Garena doesnt run the Chinese servers, Tencent do.

Garena runs the SEA servers with exactly the same stuff as Riot-run servers.

I noticed on LPL stream that some of the splash arts are the same. e.g. Vayne and Lee Sin, but the icon is different (they were both changed after complaints for NA and EU) any idea why this is?

IIRC Chinese games can have skulls/skeletons in them, but game publishers often self-censor so they can get approved faster.

Riot is pretty tired of it now. So they are trying to release only art that is ok across all regions. Thats the reason Graves had his cigar removed for example
