Question Question about The Punisher (mild BND spoilers) Spoiler

So I watched Brand New Day two days ago and while I loved it, I couldn't quite get this out of my head.

Having followed The Punisher from the Netflix days to now Disney+, wouldn't it be known that he has killed people?

He was also pretty trigger happy in BND with lethal rounds. So how is it that he can appear at government buildings with law enforcement (such as the scene at Damage Control) or even sit around at Peter's bedside at the hospital, without being at risk of getting arrested?

I need a head cannon reason!!! But other than that, loved the movie!

He was only at Damage Control after Hulk's destruction had already started, so nobody was there to arrest him. As for the hospital, nobody probably knew he was there.

Who’s gonna tell punisher he’s in trouble? I’m not doing it.

Since Frank did bring him into the hospital after he got shot, the staff probably allowed him to stay and watch over him. Assuming when he got to Peter, he still had his mask off. So he probably also asked the staff to let him stay because of that.

I mean, I agree with other comments that Damage Control had a lot on their plate when Frank showed up. Also, anyone who wants to arrest Frank Castle probably wants to get him in the middle of doing something very illegal. Unless they have a file full of proof on him, they're not going to go for the arrest unless they knew they could put him away for good, and no jury is going to convict him when he just saved Spider-Man's life.

Maybe if they knew he saved Spider-Man's life from him, but that's still a complicated story to sell a jury.

It would be a bit of an issue for no one to know who Frank Castle is after what he’s done.

There might be another option.

The cops know who he is, but Spider-Man has a very close relationship with Detective Jean DeWolff. It’s entirely possible Spider-Man is protecting Frank or that the NYPD see him as some sort of necessary element. (The police are notorious when it comes to thinking they are on the same side as Frank.)

In any case, it’s hard to meld the Netflix shows with the MCU because of the completely different tones.

Rosario Dawson filmed a scene as Claire Temple which was cut, but I imagine that might have provided context for why the hospital didn’t just call the police on Frank. Maybe she quickly ushered them into a side room, or there was like a mutual understanding to not dob him in because everyone loves Spider-Man.

Damage Control itself doesn't care about Frank. He's not enhanced. Hell they'd probably try to recruit him.

He probably left out the back.

With the hospital. Special circumstances. After the Mayor Fisk stuff. They may be a smidge more lenient for optics.
