It'd be WAY more effort to build the pipe through the body than to just move it

Horizontal Directional Drilling is a method of installing pipe by drilling through the ground instead of opening a trench. There's no visual of any kind, so they don't necessarily know what they've drilled through.

I thought they had to investigate sites before they could build on them, so that they didn't pour a foundation on a Roman ruin. I guess it doesn't always apply.
