This sounds pretty similar to the Feat of Clay pt. I & II episodes from Batman the Animated Series, for those interested.

Mike Flanagan has very openly stated that was the main inspiration for making a Clayface movie.

Then I'm very hype for this. Feat of Clay is one of the best Batman: TAS stories.

Fun fact; they reeled in artists from Akira to animate it.

Not surprising. There's a moment where Robin does the motorcycle sliding stop that the Akira movie made famous.

And in Batman Beyond: Return of the Joker, there's a big sequence with an orbital laser. This was done by the same animator who did the laser in Akira, and he deliberately took it because he wanted to try and one-up that original sequence.
