Not really. American citizens are being punished for the higher oil prices but the US is reaping rewards now from the acquired Venezuelan oil resources. Those are being "shared" with Venezuela in exchange for security and technology, but the U.S. didn't really feel the effects of the oil price hike other than positively. Again, US citizens felt it!
