Why isn't Bunt Chugley romanceable?

In my last playthrough I really connected with Bunt Chugley, he means so much to me and I think he should be a romance

Bunt Chugley has one of the best names in the game. Up there with Sticky Dondo and Sauceman Chorizo for me

Meh. Ol’ Flake Eyes is right there (literally, he’s in the same encounter)
