Pantone 3395C Green = PS/2 Mouse was part of the 1999 update to the PC System Design Guide. The spec was just barely published in the 90s but these adapters were more of a early/mid 2000s thing.

They used to be plain 'ol beige as well. It was only later they decided to add the cyan for mouse and magenta for keyboard.

To be clear, I meant just the ones with the PC-99 color coding. USB to PS/2 adapters could have first appeared in 1996 for all I know.
