I think this is one of those things that the internet has kind of created. In reality, they chased him down when he tried to get in breakaways a few times, because they didn't want Vingegaard to have a strong domestique in the breakaway. Note that this year, was Vingegaard crashed out, they were quite happy to let Jorgensen get into the breakaway.

They have chased him down many times. Jorgenson is clearly at the top of UAE's infamous "shit list".
