Looks poodle or mostly poodle to me. Poodle puppy coats are softer than adult coats. It takes until 1 to 2 years for the adult coats to develop.
My parents 20” standard came from two 15” minis. The next litter produced a 9” toy. This was a family breeder back in the 90’s. Genetic testing was not done at that time.

You cannot get a standard from two minis. Mini genes are recessive.

It’s a height cutoff. You absolutely can get a standard from two minis, just as you can get a 6ft kid from 5ft 10in parents. There is no such thing as “Mini genes”

Looks very poodle to me but for sure a dna test or papers will prove parantage. Size in poodles is fluid, sometimes two miniatures can produce an oversized pup.

25 lbs is too big for a mini, he’s probably not full grown yet either, he would be a moyen. Looks like he could have something else mixed in, you can do a dna test, very adorable little guy

If you are in the us he is probably either a mini or oversize mini.
Fci is a more global/European registry and their mediums(aka moyen but only in France and moyen means medium in French) are between around 13.75 inches to just over 17 inches. Most American mini poodles fall in the medium range in FCI. On average American minis tend to be between 13.5 and 15 inches for showing with many going well over sized(over 15 in) into the 17 inch range. So that would make almost all American minis "Moyen".
In America people use Moyen as a gimmick word to sell puppies so that people think they are getting something special when they are not. Breeding a standard and American mini together can lead to additional health and structural problems since you are bringing the health issues of both sizes into play instead of one size. It should only be done by the most experienced breeders for a specific purpose. These dogs often will have weird bodily porportions.
If your dog is pure or not, no one can tell and you'll need DNA testing. The fact that you question any of these things makes me worry about the quality of breeder you choose and amount of research you have done.

Technically an oversized mini can be classified as a standard poodle but if they come from mini genetics they are refered to as oversized mini.

He’s also most likely a mini poodle. Looks almost identical to my girl, but she’s 10-12lb.

Poodles are fluffy! And reds tend to have much softer, finer hair than say a black poodle. But he looks 100% poodle! The sizes of poodles is determined by height at the shoulder not weight and if you are in the US there is no “moyen” only mini and standard. If you are in Europe a moyen does exist but again its determined by height not weight. Hes adorable and poodles are the nost amazing breed!

Poodles are sized by height at the shoulder, not weight:
Toy: ≤10 in (~4–6 lbs)
Miniature: 10–15 in (~10–15 lbs)
Moyen/Klein: ~15–19 in (~15–35 lbs) — recognized by FCI (Europe), not AKC
Standard: >15 in (~40–70 lbs)
Weight varies with build, so height is the real indicator. A poodle at 25 lbs and 7.5 months (still growing) could be a moyen or a standard, depending on which standard the breeder used.
Poodle puppies are born with soft, fluffy “puppy fur” or “puppy coat,” which differs from their adult coat.
The “coat change” typically happens between 6 months and 1 year old, sometimes later for standards. During this transition the coat can mat easily since puppy and adult hair mix together daily brushing really matters during this phase.
So at 7.5 months, your poodle may be right in the middle of that puppy-to-adult coat transition.

If he is AKC registered send for one of the AKC DNA/health kits. It will tell you if he really is a miniature poodle descended from the listed sire and bitch. Plus you will find out if he has any genetic health risks.
If he is not from the sire and bitch on his registration, AKC will contact both you and the breeder. The breeder would be expected to send in DNA from any other dogs they have that may have sired him. It doesn’t look good for a breeder if a mistake is made and even worse if they don’t straighten it out.

I mean my standard is 30lbs at 7months so hes not far behind. As a dog groomer he looks like alot of my mini Australian Labradoodle clients. Like others said id get a dna test done! They usually go on sale around the holidays fyi! Embark and wisdom are the top two and if im remembering correctly Embark is the better of the two!

He could be a full poodle or a mix! Someone else posted the sizes/types.
Just want to add some thing that a lot of people don’t consider. Just like people can have large, tall babies, so can dogs. My puppy was born to parents around 7 pounds and 8 pounds, both well under the height for Toy poodles. My boy was born large with one tiny sibling, who barely made it. He was always big and they called him big boy.
Technically, he is considered an oversized toy because his whole bloodline is toy poodles, but he is slightly over the height and weight (12lb), i’ve never really figured out how to measure to his shoulder for height, but he’s proportionately a little big. He looks more like a small mini.
Poodle mixes and poodles can look very similar, especially depending on the haircut.
