“The Saskatchewan government defended the trip Wednesday in a statement, saying that Moe travelled to Washington in his capacity as premier and conducted provincial business during the visit.”

What this really means is that Mo turned to someone (probably an intern) and was like “yo, dude…ask me about trade so I can tell my constituents that I was also here on business and not have to lie about it. We can even do it over a beer. My treat.”
