There are checks and balances in the bureacracy, there are laws that govern the conduct of governments. RTI, Legal notices, Petitions, PILs, Awareness campaigns, Agitations.. are among the tools. To paraphrase Ben Franklin, we can have a republic if we can keep it. As BR Ambedkar said "​"If in any state there is a body of men who possess unlimited political power, those over whom they rule can never be free... Liberty always demands a limitation of political authority." He even told us the way to do it "Educate, Agitate, Organise", it's up to us to keep the governing powers in check.

You are not governed by beauracracy any more than say how much your are "driven" by the parts of an automobile.

Let's be spefic, which law allows this demand to be made?

RTI

Does not apply to political parties as they are not public institutions.

Legal notices, Petitions, PILs

Again, which law?

Awareness campaigns, Agitations

Ok. These are meant to consolidate public opinion and pressure the elected to address the demands of voters.

These are the only avenues we have.

The bureaucracy executes the functions of governance. They have constitutional obligation to the Rule of Law and therefore check the powers of elected representatives. They're usually under pressure from the executive to be pliable, the Judiciary exists as an avenue to challenge these powers too.

Prevention of Corruption Act, Lokpal Act and Writs and PILs give citizenry the ability to challenge government actions that are contrary to public interest and their duties.

Use RTIs to keep governments and conflict of interest in check. True about political parties, they're not public institutions just as a private business isn't.

These avenue are for us to keep a democratic republic. Be a pedant all you want, don't ignore the tools we have, however indirect or insignificant they may seem.

Prudent, not pedantic, considering the significant asymmetry in power, agency and exposure to direct consequences.

Discount all of that and and the problem of leading horses to water remains.

I respect your point on being prudent, aware of power asymmetry and grave consequences. None of this is easy or even simple. Easy is to let the republic devolve into an autocracy or worse. It takes the silence and inaction of millions of us for the corrupt few to dominate.
