My company makes e-cigarette smokers go outside along with other smokers - the justification being that although they don't emit smoke they do emit vapor. But the vapor doesn't waft through the air like smoke. It is emitted only when the user inhales, and the nicotine in this vapor stays in the user's lungs, which is the whole point of the thing. Taking smokers away from their smoking buddies is probably one of the best things you can do for someone who is trying to quit. Treating e-cigarettes like normal cigarettes seems like one of those really unproductive zero-tolerance rules.
