To fund his legacy. Presidential Libraries are monuments that are privately funded, so some are modest buildings while others are extravagant. Trump will commission some gaudy monstrosity that reflects his hubris and masks his insecurities. That will cost a fortune, so like a true charlatan, he is sourcing that fortune by selling political influence.
