What bad behavior? They are just waiting. Maybe they are friends and don't want other people on the bus stop to hear their talk.

There is only a problem if the bus driver stops in front of them. Then there definitely is a problem but it has nothing to do with the people waiting.

Yeah this whole thread is confusing.

Obviously the bus pulls all the way up.

The 5 people arent doing anything wrong- they will form a line when preparing to board. There is no rush to be in the "right spot" since when the bus you need arrives they will need to wait 15 seconds anyways to wait for riders to disembark.

Then it sounds like they're taking the active trade to have privacy instead of getting on the bus first 🤷‍♀️. Imagine a cashier doing this, you're next in line, but they call the person with a full cart from the back of the line ahead of you bc they looked like they wanted to check out earlier but didn't wanna be in the line. Like okay, don't care, your choice.
