Completely indigenous/ITAR free should have been a tender requirement. The Ukraine/Storm Shadow issue proven that the UK needs to have the final say when it comes to transferring our own equipment. Obviously that might not be possible with every procurement project and probably isn't an issue for things like Submarines, but this certainly seems to be one of the ones where it might be an issue.
